Ni Una Mas!

For Notebooks Feminist Josefina Chavez.

" Surviving in a lawless land," Lucha Castro

To keep the memory fresh. On January 4, 2010 Josefina Reyes was killed who had denounced military abuses. Cipriana Jurado, feminist and activist as well as Josefina Reyes, human rights defender, received death threats out of the country, as many others.

The November 6, 2010 in Ciudad Juarez, near Cotton Field where they were found more than nine years ago the bodies of eight murdered women, was named national day eradicating femicide and women disappear. November 27 in the same city were placed on the Cross of Nails 397 new names of women murdered in 2010.

heart beats a mile a minute, the eyes look bigger and it empty. On December 16, 2010 Marisela Escobedo was shot and killed outside the government palace in Chihuahua. He was demanding justice for the murder of his daughter. Tireless activist, beloved companion of many others in Ciudad Juarez since the murder of his daughter Ruby Marisol Frayre their journey of struggle, the states led to go and set up a camp with other women in Ciudad Juarez in Juarez in the Chamber Mexico City, seeking justice for her daughter. His cries of pain will indelibly recorded, you can still listen audio on the web, when he heard the sentence of three judges who let the murderer. He continued to fight, was not daunted and killed. Then, then yes, the judges were suspended. After the appeal court reviewing the case of Rubi Marisol, ruled 50 years Sergio Bocanegra Rafael Barraza Marisol who was partner and who is a fugitive.

All we could see how they killed you Marisela, I sensed yourself. On December 17, Protests, demonstrations, letters, displays, point of agreement in the House of Representatives, statements of the Office of the High Commissioner for Human Rights UN knew of the case, Amnesty International, networks and human rights organizations. Feminist organizations in the country, their comrades in Ciudad Juarez. The rage, anger, pain. Women in Federal District repressed, pushed and shoving by police in their mobilization of protest to Secretary of Interior. What the hell!. Multiple voices were raised.

Marisela's children are in a prison in El Paso, Texas pending legal proceedings to obtain asylum in the United States. They have sent a message to not abandon the fight that killed his mother.

Susana , Maricela; The pink cross travels the world. The grouping for Identity and Justice against Oblivion and Silence (HIJOS) called to make visible the femicide, join forces to stop the violence and aggression to social activists and defenders of human rights. They called everyone in the world to make a picture by choosing a representative point of the city in which to take a pink cross in his hands as a sign that from there the world's eyes are on Mexico, to form a loop solidarity. Do not hang your do not panic, shake your impotence. On Monday January 10 launched the campaign! "No more blood!", An initiative of the cartoonist Eduardo del Río, Rius to protest the violence in the country, the result of policy-driven anti-drug by the government of Felipe Calderón and his failed strategies that are wreaking havoc in large areas and states. The campaign is calling on society to not be afraid, to not "stoop" to not remain powerless. The campaign is to reproduce the poster in all places. Simultaneously on the same day several messages were sent to the account Calderón, will be repeated on Monday 17. A month and a day of the murder of Marisela.

The heart beats harder, stupefaction seizes bodies, anger explodes into bits . On January 6, Susana Chavez was killed, he chopped off a hand. It was known publicly about his death on January 11, after her family identified her. Activist in the struggle against femicide and violence in Ciudad Juárez, artist, poet and creative. She is the one who coined the famous phrase Ni Una Mas slogan campaign and the struggle against femicide.

The protest and outrage grew, several parallel initiatives were launched, in addition to those permanently have been conducted in Ciudad Juarez, every day at 12 days later, a minute's silence and candles are carried out in the representation of state of Chihuahua in Mexico City. On Saturday 15 January, a march organized by social networks and web of the Angel of Independence to the Chamber of Juarez, was remarkable the presence of posters bearing the image of the campaign proposed by Rius. convenors and attendees and joined organizations continue to implement actions that will soon announce.

also on Sunday, 16 Red Mesa Women of Juarez and other organizations called for a ceremony at 18:00 hrs. Outside the premises of the PGR in Mexico City.

on Monday 17 in several countries of Latin America shares held outside the embassies of Mexico.

In other states, many women are being persecuted, threatened, harassed for defending human rights. Violence and murder against social activists and journalists has increased.

From 1993 to date more and more women killed as a form of extreme violence. Many officials do not want to talk about the femicide in their states, disturbed, their way, in the case of Peña Nieto in the State of Mexico. Remember his performance when the repression in Atenco in May 2006. Let us remember the women who were raped and abused, and no justice. Atenco is not forgotten. You can not cover with a finger, or a media campaign or defensive statements, the reality of the impressive rate of violence against women in the State of Mexico, well documented with research and statistics .. His attitude is not surprising, nor the politicians insensitive Juárez, to say the least, and that are on the defensive, which are perturbed by candles activists who put the family at the place where they killed Marisela. Such expressions are trying to put a haze on the subject. It would not hurt to put a candle for each of the persons who have died in this war in all places of the country, to dispel the haze. Y withdraw all institutions of the women who voted against Gender Alert.

What demands? Justice! Stop the Violence!

Mexico: The shocking reality

Sara Lovera Word of Antigone

violence in Mexico has soared. Fernando Escalante Monsalbo researcher published in the latest issue of the magazine Nexos a study based on figures from the National Institute of Statistics, Geography and Informatics (INEGI), which shows an increase in homicides in the country up to 50 percent for what he published a year earlier, when he said that the killings had declined systematically.

acknowledges that between 2008 and 2009, in the second year of government of Felipe Calderón broke the trend in a very violent and says, without finishing recognize that this has to do with the way it has dealt with organized crime and linked to the declaration of war. And if growth is not related to the killings in the war then? The conclusion is simple, these figures are hidden femicide and violence against women, that between 2009 and June 2010 took the lives of 728 thousand women.

Why Escalante took as a reference? For their study, published over a year ago caused, face the facts and figures, a scandal, because he believed only Hector Aguilar Camin, who is on the idea that we in the democratic transition and now Felipe Calderon does not know what to do about the elections in the State of Mexico, on 6 July, where the battle will be more important by 2012.

The truth is that the news of the refusal of the National System to Prevent, Treat, Punishment and Eradication of Violence Against Do Something (SNPASEVM) to establish the gender alert in the State of Mexico, has shown ever the legal limit according to reality not to look interested in what's happening in that region, which, not being only, is an area where death is allowed and everybody wants to hide, to get along with Enrique Peña Nieto, the former elected state party.

In the land of Peña Nieto nothing happens. It can be interpreted as the 20 PRI officials who run institutes of women agreed that there was no need to declare Warning against gender violence in Mexico state land.

course, these officials directly and indirectly attached to the Partido Revolucionario Institucional (PRI), women who have achieved, sometimes as part of a cabinet, get the desired place where decisions are made, many wish that they strenuously.

In the State of Mexico there is an Institute for Women and now concentrate some former militant feminists who are advising the electoral program of the next candidate or candidate for governor.

There, where two years have documented the murders of 446 women, where there are at least six municipalities in real danger, the same place where crime rates have soared and more than 30 000 unfulfilled arrest warrants related to executions, kidnappings, murders, injury, robbery and rape women. Yes, the State of Mexico where, they said, it is not necessary to declare gender alert.

On 8 December, the Mexican Commission for the Defense and Promotion of Human Rights and the Centre National City Femicide SNPASEVM asked before, a declaration warning of violence against women in the State of Mexico mechanism created from the General Law on Women's Access to a Life Free of Violence, in order to investigate and take immediate and comprehensive measures to eradicate violence femicide detected in that state.

The answer was surprising. On January 11 the National groundlessly decided in special session, denied the validity of the request. They said no, why not? No one knows who eats whom, because in the meantime also in the halls grew calderonistas hides how femicide in the country and seek explanations or neuro biologists to explain the violence that men exercise over women.

The worst, say the statements that have typically faced with the inexplicable decision, annulling the possibility of setting a precedent for operate a mechanism of law, aimed at protecting Mexican femicide violence and denied all diagnostic studies that place the state of Mexico, as one where discrimination against women and lack of appreciation of women has led to growing femicide and maim thousands of lives and left thousands of orphaned children, while the current government has not resolved the impunity that surrounds it.

Women organized protest and speak out now: the determination made was contrary to international standards of protection to a life free of violence, strengthen the pattern of impunity and discrimination and shows that in Mexico may have laws, but while there is no real change of consciousness and commitment, we can not consent to the authorities, as they are justified and conscious when only doing their duty, if applicable.

What was sought with the Alert? The aim was to initiate an investigation, arrest offenders, to take precautionary measures in dangerous places and save lives. Not only try to stop violence against women and their murders, but to operate security, so born and brought in the empty speeches.

review This was the 546 murders, access to records, to accountability, such as when requested in Chihuahua since 1993. It disregarded the request and the result was fatal, the incompetence and contempt are unspeakable.

phrases even technocratic "change the pattern of impunity", they were not heard. The truth is that now this decision highlights the limits of the women who get these positions, have preferred to protect their likely candidate to pursue what many officials of Women's Institutes preach. They not only cover up and manipulate, but are part of the overall simulation.

is true that no tools or money, are limited in their speeches, some argue, "we are so few" and "not ignore us," well then, as she said in his famous phrase businessman Alejandro Marti yes can not renounce. "

The scary thing is what happens and what we know. Of all victims authority says that in 99 cases are not identified. Then I remember the Chihuahua and officials of the femicide in Ciudad Juárez and the thousand and one classifications, whether or not femicide, if they were for reasons of gender, if in fact they are mass murderers and meanwhile continues this barbarism.

is serious to the major shortcomings of the justice system, one of the few ideal protection mechanisms with which women and civil society in the hands of political interests and authorities to in power. This is one of rams in the electoral political discussion, no doubt. We need more pressure.

In these days there will be solidarity with the Mexican in many parts of the world, insists on new legal mechanisms such as modification of the General Law Women's Access to a Life Free of Violence to include citizen participation and academic in the National System for the purpose of ensuring fair and effective mechanism.

also calls for the amendment of the Rules of the Act to eliminate requirements that go beyond those established by the Act and requires that the Women's Institutes are led by women committed to the rights women themselves and not to political interests.

The National Citizens' Watch Femicide has documented the severity of the problem in the State of Mexico; diagnoses that the Interior Ministry has shelved and despised, could be the start of a global solution, provided it is held accountable. Funny how you can manipulate the information in the television stations that benefit from these hiding and how it diverts attention from fundamental problems. Meanwhile we will see this year in Mexico State land, the dance of the speeches and a constant battle.

Not one more ... beyond the complaint ...?

For Rocio Duque

" Silence, as the protest is the drug of our times, the way we do something for nothing. .. " Charles Bowden ( Murder city. Ciudad Juarez and the global economy's new killing fields)

was the spring of 1993 when the bodies began to appear.

Then they were piling up .. many? Nobody knows for sure, although about 745 women were killed in circumstances individuals (kidnapping, rape and torture) only in Ciudad Juárez between 1993 and 2009, according to figures more or less official. Only in 2010, 304 women were murdered in Juarez, more than in any other year.
were Esther Chavez and Irma Campos (both recently deceased) the fellow who started the horror, many years ago when nobody cared, when the "good people" said "it will searched ... "when not everyone had fear and anger .. Then things got worse and people would say" ... that kill each other. " Now ...

The figures suddenly begin to lose meaning. 30 000-odd deaths in the "war on drugs"? And finally is not just the how, but how and why ... A woman is murdered in broad daylight in front of the Government Palace in Chihuahua, execution, filmed. A woman who demanded justice for the murder of his daughter ... another, also denounced simply disappears and his maimed body is found days later ...
When someone asks me why in this way to kill women in Mexico, my answer is simple: because they can.

And she kept going ... so far ...: in 2010, 304 women in Juarez were killed, more than any other year said Victor Quintana Another year of senseless war and femicide and adds: " Never in the history of the state of Chihuahua and the country had so many murders occurred and the fourth year of the war against crime Calderon. But what causes the public outrage is the ineffectiveness of the war and the political economy of the same, ie to whom, or who take advantage of tens of thousands dead in Mexico with the physical, mental and social bring. "
Of course the thing did not start or yesterday, or with Marisela and Susana. This is Deja Vu:

" ...03/05/93, unidentified, 30 to 35 years. Brown, dark hair, way Ortiz Rubio, 3 meters from a ditch near Satellite, shorts, panties, barefoot, 5 months pregnant, died a day earlier by strangulation, blows to the face and abdomen ... 15 / 12/93..Yolanda Tapia ... stab wound in the skull, tree in the vagina, said he killed his 94 hijo...11/03 María del Rocío Cordero, 11, drain tube ü and the road near Casa Grande and Barranco Azul, was kidnapped before reaching elementary school in the Gabino Barreda Colonia Mexico 68, where he lived, strangled, raped anally and vaginal...10/01/95 unidentified bones, Ejido El Sauzal ... 6/12/1996 Brenda Mejia Flores ... 15, disappeared on November 26, 1996. stabbed, shot, perhaps violada...21/1297, unidentified, between 12 and 16 years old, Lomas de Poleo, ... months 02.23.1998 Elizabeth dead, charred, behind the roads of Ponciano Arriaga rail and road axis Lizalde Juan Gabriel...03/08/98 Paulina Gomez, 15 years, seven months pregnant and bare, sprayed with gasoline and Alicia Carrera quemada...19/03/02 Lagunes, 75 years and Carolina Carrera, 34 (Down syndrome), address Alatorre 1876, Colonia Obrera, both were beaten, burned, gagged, bound hand and foot, their heads covered with plastic bags, we tried to burn them ... "

These are just some of the police report cited by Sergio González Rodríguez in his book Bones in the Desert ... horror extends to this day, although autordades want to minimize, as always.
The fr t or forensic language reminiscent of negligence, rather the collusion of the authorities. One of the first bodies to park was that of Gladys Janeth Fierro. He was 12 years, leaving school, she was abducted, raped, strangled. In May 1994, Gladys's body was found in Lote Bravo, south of the airport of Ciudad Juárez. . Here, some points of the preliminary investigation appropriated by the National Human Rights Commission (available in full: http://www.cndh.org.mx/lacndh/informes/espec/dmujch/cedulas/73-F . htm):

"IRON VARGAS, Gladys JANETH, 8520/94 PRELIMINARY INVESTIGATION: On May 8, 1994 in Juárez-Porvenir Highway, at the height of the radio station and just 600 meters from such road, on land used for planting, was found the corpse of a woman, which was originally recorded as "Unknown 35/94" and subsequently T5-73-F and T1-73-F, was identified as Gladys Janeth Vargas Fierro, who said it was high school student. Case No. ...[...] May 6, 1912. Gladys Jannette Fierro. 12. 08520/94-503 Exp. Kidnapped after leaving secondary school in the Constitution and Urueta Jesus Galeana. He lived in Lomas de San José. Raped and strangled. His body was located at Km 1, Carretera Juárez Porvenir, behind the radio station. ... On the other hand, it was noted that as of October 22, 2002 was no longer any further action in the investigation , a situation that allows, that the officer, who was nevertheless obliged to act ex officio to investigate the murder of the minor Gladys Janeth Vargas Fierro, infringed the principle of due diligence under that did not adjust their actions in strict accordance with the provisions of Articles 21 of the Constitution of the United Mexican States, 110, 120, 121, 122 and 138 of the Code of Criminal Procedure, in force for the state Chihuahua and 2, paragraph A, of the Organic Law of Public Prosecutions in the same federal entity ... Evidence and previous arguments distort the information he provided to the National Commission, the Special Prosecutor for the Investigation of Murders of Women in Ciudad Juarez, Chihuahua ... This leads to the conclusion that public servants who accounted fulfill its terms those legal provisions, to derogate from the principle of legality, left to safeguard fairness and efficiency with the performance of their duties, irregularities that result in undue exercise of their performance, capacity and commitment; what caused that more than nine years in the commission of the murder of the victim, it has not been clarified. [emphasis mine] "
crazy theories have run haphazardly over the years (what better way to muddy the waters?): satanic rituals, organ trafficking, videos snuff, serial murderers ... but what was that no one could ignore the murders of women were undeniably linked to drug trafficking, corruption and impunity and absolute most atrocious. The quasi-birth machismo of Mexican culture (whose greatest icons are charros and blank), of course, put his part. I already knew.

And then there's what we learned ...

1 - The apparatus of "justice" and the executive and legislature are corrupt to the bone: 98 percent of reported crimes never are clarified and the remaining 2% everyone wonders if the suspects are not goats expiatory.

2 - criminal economy (narcotics, human trafficking, money laundering, weapons, etc) is a fundamental part of the national economy (and not a parallel) Each year, the drug wins Mexico twice of what remittance income. enter Mexico each year, from the United States between $ 19 000 and $ 29 billion dollars, (Gross Domestic Product of the country is estimated at 13 trillion 94 billion pesos), proceeds of crime, especially drug trafficking, according to some sources, while other consider that up to 10% of the national economy depends on them .
Moreover, not only Mexico, it is speculated that 320 billion dollars from the international industry of illegal drugs (legal ones are another little business, from Big Pharma) are integrated into world trade and mean 1% of total trade world. Antonio Maria Costa, head of the UN office United to Drugs and Crime, said that there is evidence that the proceeds of organized crime was "the only liquid investment capital" available to some banks to collapse the year before. He said most of the 35 billion dollars in profits from the sale of drugs was absorbed by the economic system as a result of this (
Drug global money saved in banks crisis, claims UN advisor -) . And who washes the drug money? The same banks that had to be rescued from bankruptcy, as Wachovia, Bank of California, American Express Bank International, Atlantic Bank , among others. While e
l economic cost of insecurity in Mexico is estimated by various sources, between 7.4% and 15% of GDP, which is equivalent more double what the country spends on education in a year.

3 - The war on drugs: that is by drugs and that America has never fought in its territory, but of other countries .. U.S. agencies such as DEA, CIA, etc. have long been involved in its history in drug trafficking, a classic example: Iran-Contra (check please Dark Alliance and that book fundamental The Politics of Heroin: CIA Complicity in the Global Drug Trade .) and not exactly in the fight against them. Afghanistan currently supplies 93% of the world's opium (heroin base) and almost all of hashish. Production rose to record levels after the occupation. Colombia: 7 U.S. military bases on its territory, much fanfare by the success of Plan Colombia ... have heard in the news walk cocaine low or that the price has gone up to heaven? No, there is none.
do you do to fight this war on drugs in which the only ones who are hurt are the drugs themselves? These remain as campers wandering from one country to another ... The others are called collateral damage ...

4 - weapons - United States tearing their hair out by the violence in Mexico, but supplies arms to drug, weapons that are legal in your area (and if not, ask the victims of last slaughter, in Arizona). 90% of the weapons have been used to kill women and Marisela are sold in border towns (mainly in Texas) with almost no control. On this point, see the Washington Post investigation , that nobody can cross off a liberal: A year-long investigation by The Washington Post

Initiative M é rida - Meanwhile, States joined together with the Mexican government, implement the Merida Initiative or Plan Mexico, where the only winners are the same contractors and arms manufacturers that sell to the narcos. That's what I call it a windfall.

And now, we are once again in mourning and filled with indgnación. Of course! There are many statements marches demanding justice. And that is important and necessary, but the sit-ins, marches, campaigns and statements remain purely cathartic when not integrated into a plan of peaceful civil resistance against organized crime (the inside and outside of the neck gobierno.La white and bloodied arms.) The one, I think, should include at least as well as the denunciation of corrupt officials as has been done and the good work already being done in forums:
Merida Initiative ( which includes not only Mexico but also to the Dominican Republic, Central America and Haiti) - Require that become known to the public. What it is, who the "players", what are the expectations, etc. But above all: contractors who are earning with this? Who are those to which it is appropriate that this "war" will never end. Request this information, analyze it and from it develop peaceful popular resistance strategies would be one of the possible lines.

Money Laundering - Campaigns against banks and institutions and establishments washing drug money (yes, that requires research and invention of forms of nonviolent social protest.)

Arms trafficking - along with organizations against them, in the United States to an intense campaign against arms producers and distributors serving the drug trade (the article quoted above is just a basic guide who are), especially in border cities and of course an international campaign on the double standards of U.S. government and Congress in this line. After the recent slaughter of Arizona, perhaps the appropriate time ..
Of course, this is merely circumstantial, none of this will alter the fundamental causes of this terror: poverty and inequality Product a corrupt and brutal system that can only survive on the bodies of those who resist and denounce, and nothing offers young.
But you have to defend ... and defend those who defend us.
And perhaps the discussion and the ideological debate over What to do? would have to be in a more purposeful, beyond the understandable emotional spontaneity, beyond the statement full of adjectives and imperatives, beyond marches that have become our version of pilgrimages to the town of Guadalupe. A strategy to win, not to mourn ...

I do not know, maybe we would have to think, as a feminist movement, how really honor the phrase NO MORE!

no blood + Chihuahua

by Soledad Jarquin Edgar Women and Politics in

is time for outrage, capacity will not allow ours to be astonished, not only regret our violent reality. Outrage over the killings and violence committed against women, and worse, causes outrage the verbiage of the political class that is able to look the speck in your neighbor's eye and not the beam in their own.

The Mexican dream of a country other than that we have, we wanted a country of opportunity, freedom ... but the dream is gone. Being a woman in Mexico means living in constant danger from birth. Violence is exercised insumisas submissive or there is no way to escape it, no way to avoid over the life of one woman yelling, insults, hitting, sexually violent, hurt, snatch, prohibit, prevent, hinder, repress or murder.

The dream of freedom, the yearning for a life without violence to women is fading, against the impunity that allow governments emanating from the PRI, PAN, PRD or any other political symbol and that Felipe Calderon "El Valiente" ignores it is determined to irrigate the whole bloody country despite the clamor of the citizens of NO + BLOOD. All are equal: women "matter," meanwhile, may be disqualified tool in an election, but when they do not, when he is not through political power, gender violence is not on the agenda of " outraged politicians. "

Let the facts, sad facts that speak of how the dream fades in Chihuahua two activists have been killed in less than a month and Susana Chavez Marisela Escobedo. Chihuahua where the femicide has claimed hundreds of victims, their families did not see or hear, in Colima a series of rapes were committed by four masked men in recent days in Oaxaca three cabinet with a history of violence against their partners or former partners, in the State of Mexico more than 900 women murdered in five years, in Guerrero state violence is reflected in maternal death which remain the highest in the country in an official prohibition Tamaulipas the use of mini-skirts for women workers in Guanajuato, the government pursues women for abortion and 17 states recognize the right and protection of life from the moment of conception, criminalizing the termination of pregnancy, in Querétaro, the local press Headers are allowed as "Gold Diggers of police officers, when it comes to sex workers, in Quintana Roo is a procedural no activity against the murderers of women caused by inefficiency, corruption and impunity ...

These buttons are shown, they are entities governed by the three main political forces in Mexico in the three cases political actors see the speck in your neighbor's eye and not feel the beam that bring in their own.

Chihuahua Femicide is not limited to, any victim of this week was Susana Chavez, poet and activist, who is credited with the phrase "Not one more death" used in campaigns against hits for crimes committed against women in that state.

The territory of impunity-ruled alternately by PAN and PRI, where only last December was killed Marisela Escobedo, when he protested a few steps from the gates of the palace government. Mexico and the world watched the events. Marisela Escobedo could imagine recognizing his assailant, because otherwise she would not run pretending saved. Mexico and the world watched, via television, as the murderer was shot in the head. Mexico and the world witnessed the murder and saw her fall on the sidewalk, inert. Only then could stand still, thought her murderers.

I wonder if Mr. Felipe Calderón was the same as the rest of the country watched on television. Chihuahua, the land of impunity, where Judge Catalina Ochoa decided to release the murderer of Marysol Frayre Ruby, daughter of Maricela Escobedo. The second victim of the same family, which is the family of Felipe Calderón "The Brave", and Mr. Cesar Duarte "The naïve." Nor have nothing to do with Susana Chavez, his murderers mutilated hand to stop writing poems and so that never again could write "Not one more death." His murder is not cause for sorrow for Mr Calderon to Duarte or for anyone who form governments in the state border.

In Colima, there is consternation among the women. At least 11 were raped in 20 days by four masked men in what is it? The response of the authority led by Gov. Mario Anguiano, the PRI, is slow and women's organizations have to demand, sue, that victims are treated according to the Mexican Official Standard 046 and which, moreover, this violence does not go unpunished . The key is in the laws. Sexual violence is an act in which some men assume the total submission of women, reducing them to objects.

Chihuahua Colima As there is no electoral spoils to chase, suspect that politicians keep silent about sexual violence committed against these 11 women and compared to devious and cowardly crimes against Ruby, Marisela and Susan, three of several hundred victims of femicide and despite the decision of the Court of Human Rights the case of cotton field in Ciudad Juarez, the Mexican government seems not to matter to the political class.

However, in the State of Mexico, where the rejection of gender aware of the nearly thousand murders committed against women in just five years, has caused all sorts of indignities by the responsible domestic politics Francisco Blake Mora "El Feo" and for legislators and leaders of the PRD and PAN.

As is common among many politicians stirred the gym with magnesia. In Chihuahua, three decades of disgrace, dishonor and shame governments of alternation and there have been expressions of outrage from the secretaries of the Interior (PRI-PAN) or of the PRD is now considered unfortunate and shameful shield made by PRI governments to prevent femicide in Edomex investigate.

But it is not seeing the mote in your neighbor's eye. This is the right of women to live without violence. This is not to "ball" to go against of a government, as they do now the PAN-PRD against the PRI government of Enrique Peña Nieto. Politicians forget that their duty is to govern and maintain the rule of law, that is, to comply with and enforce laws and guarantee the fundamental right to life ".

is imperative not to allow officials, legislators or governors-all-men use women for their political ends, much less using the femicide, the pain of the families of the victims, as a premise political campaigns.

no denying the amount of mistakes in government Mexico State, which seeks to justify violence against women saying they are the ones who take risks, which are compromised by personal relationships, by their social status, poverty in which they live ... It is certainly right when Calderón says with a broad smile on his face that money does not buy happiness and less when it is little.

The supine ignorance arises in that entity. -922 Do these women murdered between 2005 and 2010 - were not violated since the government does not guarantee their rights to education, health, work, security? Do them, compelled by the circumstances of marginalization, permanent neglect and abuse, had no other choice?

Do they know that the higher education of women, provides less violence, more income, better living conditions for themselves, their families and the community? No, of course not know or Edomex or Chihuahua. For both entities is better "skilled labor" of women in the production of factories and sweatshops, and Mr. Calderón will say that employment grew in Mexico, although the pay is miserable and women, women victims of femicide, are now victims of political verbiage when it is said that they are those that are at risk.

"became romantically involved with couples who know little, are involved with multiple partners at once part of youth gangs, are part of criminal groups or maintain relationships with members of the same" . Just need to say that girls, being girls, seducing the pedophiles and, therefore, are the sole responsibility and not its perpetrators.

In Oaxaca, revisiting the complaint of columnist Felipe Sánchez-government alternation, the derechaizquierda , appointed three top-level officials in his cabinet paths that have complaints of violence against their partners or former partners: Hermann Tenorio, Secretary of Health, Rufino Dominguez, at the Institute of Support to Migrants, and Rogelio Rodriguez at the State Institute of Adult Education.

Gabino Cue "The Good" did not heed the request of the members of the Collective Huaxyacac, who called and warned officials they would not allow this kind of background. Well! Very good! But, no, history repeats itself after six-year presidential term and thus the rulers in turn (the political party they are) confirm that the last thing they care about is the lives of women. The problem Cue is that promised to change, but it was like the others.

All this happens in the country from north to south, under the gaze and the silence of the institutions created for women and worse still, as suggested by Felipe Sanchez, that organizations fighting for the rights of women are silent as if they had come at the price, as the author of Political Showcase column.

impeachment A Mexican must carry several governors and former governors and we will ignore when women move from the "spoils of war" to "electoral spoils, but nothing substantive.

+ No blood. No + femicide. No + violence against women.

Yellow Stuff Around The Clitorus

Organizations stand for femicide Marisela Ortiz Escobedo

Faced with the inability and contempt of the federal government and state government, Marisela was killed for seeking justice for their daughter, Ruby.

" I will not move from here until you arrest the murderer of my daughter" were the statements Marisela, before placing their little camp in the Cross of Nails OR A MORE in Chihuahua City. She was willing to spend Christmas and New Year at the landmark, which just last November 25, participated in a demonstration together with the mothers of Justice for Our Daughters to place on the cross, more than 300 names women who have been killed in the state of Chihuahua this year only, 2010.

Ruby, was 16 when he was killed by Sergio Rafael in August 2008. Since he disappeared, his small body was found in a field with bones of pigs, Ruby's mother, Marisela, a retired nurse, dedicated his life to seeking justice for his daughter, became an advocate for human rights.

the same day that the Secretary of the Interior, Francis Blake, called on citizens "to shake the fear to fight criminals," Marisela was murdered outside the gates of the Government Palace in Chihuahua City, while conducted a peaceful protest to demand indefinite detention authorities of the murderer of her daughter Rubi. shook not only fear, walked for days from the Deputy City Judicial Justice in Ciudad Juarez to demand punishment for the murderer of his daughter. She was accompanied by a stroller with her granddaughter for two years and a poster with a picture of her daughter Rubi. A trial court freed the murderer, Formwork justice system.

Marisela, tireless fighter, managed in conjunction with lawyers from the Center Women's Human Rights (CEDEHM) that an appeal court (three judges) to rectify the decision of the judges and succeeded in obtaining a conviction against Sergio Rafael, the confessed murderer, which was eventually sentenced to 50 years in prison.

"I'm tired of doing their job, now it is up to them," said Marisela. Indeed, while the authorities failed to find Sergio Rafael, Marisela with their own resources, located in Zacatecas and gave notice to the Office of Chihuahua, who claimed that red tape could not stop.

The Chihuahua State Attorney informed the mother, in coordination with the Attorney General's Office and the State "were searching for the murderer of her daughter around the country." Never found.

For two years, toured the country. He returned to Zacatecas, traveled to Mexico City, where hearing request with the President Calderon and Attorney Arturo Chavez Chavez, who refused to receive it. It met with commanders of the Attorney General's office promised him they would seek the murderer of her daughter. Neither found.

Days before the murder, attended a ceremony where he was the governor of Chihuahua, Cesar Duarte and pulled out a banner reading "justice, government privilege." Marisela application angered the Governor, as documented by several local newspapers. The governor even scolded and scorned. Later, he interviewed with the Chihuahua State Attorney promised that he would review his case.

Lucha Castro, coordinator of the Center for Women's Human Rights (CEDEHM) said "now, we can not rule out any line of investigation, including a state crime as Marisela not going to stop until they stop the murderer of her daughter." Marisela

died at the gates of the Palace of Government and before the cross of nails to put the network of black women and mothers of young women murdered in Chihuahua state. Marisela was killed for seeking justice.

Mr. President Calderón and Mr. Duarte, Governor of Chihuahua: how far does the responsibility of citizens for justice and where he starts his work as authorities?

Given this disability, number of omissions, contempt and neglect The Mexican State is responsible and accountable immediately for the murder of Ruby and Marisela.

Enough. Not one more!

What Makes A Dominatrix

Human Rights Organizations condemn the murder of the Defenders Susana Chavez and Marisela Escobedo

  • We demand justice and responses to violence and murder to defenders of human rights

The undersigned organizations strongly repudiate the killing of human rights defender Susana Chávez, a tireless fighter against women in Ciudad Juárez. This atrocity occurs less than a month after the murder of activist Marisela Escobedo- occurred while demanding justice for the murder of his daughter in 2008 - also condemn murder with the same indignation.

The murder of Susanna and Marisela, occurring in a climate of insecurity and widespread violence, in addition to a series of attacks, bombings, threats and homicides against defenders of human rights recorded in various regions of the country. The constant in these cases has been the lack of investigation and lack of preventive measures to protect the security, integrity and life of the defenders.

In this context, a broad group of human rights organizations demand that the Mexican Government for the implementation of the Mechanism of Protection of Defenders of Human Rights, in compliance with various international recommendations.

In this regard, we have presented the government a proposal deployment to protect defenders, so that there are forms of immediate action against attacks on activists and to investigate the facts and violations will not go unpunished.

This need for implementation by the State, was also evident last October, before the Inter-American Commission on Human Rights (IACHR), where organizations raised the urgency of implementing this proposal mechanism.

This requirement has become more than a year has been being delayed by the state. Urge to be realized.

Given these new facts and the lack of response from the Mexican government to protect and ensure the security, integrity and life of defenders of human rights demand a strong and swift response.

No blood. No more deaths. No more impunity.

We demand an end to violence FEMICA in Latin America and the Caribbean: Avoid

Health Network of Latin American and Caribbean Women: Public Statement

Given the heinous murders of women in recent days in Mexico, affecting among other women, advocates and human rights activists Marisela Escobedo and Susana Chavez, Health Network of Latin American and Caribbean Women, RSMLAC , as a regional movement that articulates the health of women, expresses anger, frustration and anger against the new violence macho continue to form the painful statistics on crimes against women in that country.

Mexico, however, is not the only scenario where every day women and girls, in the widest diversity, continue to be killed, tortured, raped, maimed, trafficked, abused and humiliated by simply because they were. In every corner of our planet, we see every day the existence of the brutal violence that seeks to subjugate women and subordinate to patriarchal power, even through death.

And for this to continue happening, there many leaders: States that fail and fail in their duty to safeguard the lives and human rights of women enshrined, ineffective justice systems and corrupt repeatedly failing to identify, prosecute and punish perpetrators, and a whole society that has allowed the use and abuse of female body, objectified as mere object. A society that, above all, has been normalized and naturalized the existence of gender-based violence as if it were a circumstance characteristic of being a woman.

Mexico is a case study, such as Guatemala and other nations in our region, where for years we have been witnessing the most brutal escalation of violence against women, a phenomenon that can not be detached from the exacerbation of social conflicts in the context of neoliberal capitalist globalization, and where an increase in femicide is a very clear indicator of the intensification of violence material and symbolic that falls on women's bodies.

In this context, it must make it clear that organized crime gangs drug trafficking, its close collusion with the apparatus of power, plus the implementation of national security policies to address the crime that been developed as military occupation and territory police, have done nothing but deepen the practice of gender-based violence with a cruelty rarely known, and whose victims are mostly poor young women.

And, meanwhile, human rights defenders are particularly harassed, threatened and killed, in an attempt to silence their voices, however, always remain in our memories.

Therefore:

· We an URGENT CALL TO ACTION REGIONAL STANDING TO DEMAND THAT OUR GOVERNMENT PUT A STOP THE VIOLENCE SEXIST, deliver all necessary protection and redress for victims and their families, severely punish the culprits. And progress also to socio-cultural transformations necessary to denature the violence against women by addressing the ethical and political challenge of deconstructing the power systems today combine to make gender-based violence a daily occurrence.

• We ask also to get urgent letters of protest to the President of Mexico, Felipe Calderón, urging him to fulfill his duty bound to protect the lives and rights of women and girls as required by human rights instruments to which Mexico is a signatory. E-mail for these purposes is: correofjch@presidencia.gob.mx .

· can use this statement as a basis for drafting their letters.

· Give a copy of these letters to the presidents of their countries, as well as the minister or director of Women.

• This Monday, January 17, at 10 am, finally, has called for a WORLD PROTEST AGAINST THE EMBASSIES AND CONSULATES OF MEXICO. It's another opportunity to convey the letter to Pres. Calderón and to sensitize public opinion.

For the life of women, femicide Enough, enough of macho violence!

RSMLAC gender alert declared by femicide in Mexico State

INMUJERES DF

January 12, 2011

· violence femicide is not a priority for some states in the country: the message

With 20 votes in favor, 11 against and 2 abstentions, the National System to Prevent, Treat, Punishment and Eradication Violence decided to declare inadmissible the application of violence alert gender in the State of Mexico by the cases of femicide.

This determination, without attachment to an awareness of gender, and ethical responsibility to respect human rights of women and girls, was ignoring all international treaties on human rights of women and conventions our country has signed in the matter, and ignoring the obligation of Women's Institutes across the country to defend and promote human rights of women and girls.

This decision shows that gross violations of human rights of women in our country are not a priority for most states, those who serve you away immediately and seek to establish urgent action to prevent violence against women and girls prefer to protect the political interests of their rulers.

The application of gender alert issued by the National Citizens' Watch Femicide and the Mexican Commission for the Defense and Promotion of Human Rights of Women was supported with official data from State of Mexico (Procuraduría General Justice of the State Human Rights Commission of the State, among others) demonstrates that there are alarming levels of violence against women, a systematic pattern of violence femicide and a context of impunity in these cases.

Among the disturbing facts that stood out to support the request, are those provided by its own Office of the State of Mexico which reported 4773 allegations of rape in a year and a half, and 922 intentional homicides committed against women between January 2005 and August 2010. Of the 922 women's voluntary manslaughter, stresses that the authorities ignore or are unaware of who the murderer in 56.72% of the crimes and only in cases where the murder was committed by a known individual (spouse, relative or neighbor), the authority the identity the perpetrator (35.47%), contrary to this information, the authorities have sought to reduce the problem of femicide the family.

femicide violence documented by the organizations mentioned refers to the 10 most populated municipalities these being: Ecatepec, Nezahualcoyotl, Tlalnepantla, Toluca, Chimalhuacan, Naucalpan, Tultitlan, Ixtapaluca, Valle de Chalco and Cuautitlan Izcalli.

worth mentioning also that the Fourth Report on the Situation of Human Rights of Migrants in Transit in Mexico, the State of Mexico is one of three states in the country with higher levels of violence against this sector.

Despite solid and convincing arguments in favor of gender alert statement, voting with the participation of the representatives of the mechanisms for the advancement of women in the states, determined that the declaration was inappropriate.

About irrationally and uncompromisingly opposed to the approval of the preliminary investigation to the declaration of alert referred to a perceived lack of certainty of the statistics above, partisan manipulation, the use of women as a pretext for attacking the Governor and a clear politicization as background to this matter.
The representative of the National Council of Women and Social Welfare of the State of Mexico, Lorena Cruz Sánchez and general counsel of the state, far from arguing the merits, were implemented to discredit the actions of the Executive Secretariat of the National System to Prevent , Treat, Punishment and Eradication of Violence against Women, noting that the actions were biased, because the notice of the warning order was made on working days and without having conducted a thorough investigation on the accusations referred by social organizations . These were real arguments legaloides.

For its part, the Director General of the Institute of Women of Mexico City, Martha Lucia Micher Camarena, defended the merits of the request and clarified that this figure is not a prosecution for the State of Mexico or for governor but an administrative procedure and research preventive searches to form a group of experts on gender that would give their feedback to subsequently analyze the admissibility of the declaration of domestic violence warning. It also stated emphatically that the preliminary investigation seeks to ensure safety women victims of violence, which are specified by the set of emergency measures that the government, if any, would implement to address and eradicate violence femicide in a given territory.

Martha Lucia Micher Camarena drew the attention of the raison d'être of institutions and bodies of women in the states to defend and promote human rights of women, which have cost himself a long struggle over 30 years and called not to vote to break the law, but to act in keeping with the General Law of Access of Women to a Life Free of Violence, as well as various international treaties on protection of women's human rights and in accordance with the recent ruling in 2009 by the Inter-American Commission on Human Rights in the case Gonzales and other "Cotton Field."

The Representative of the Institute of Women of Mexico City said that the role of representatives and members of the National System for Prevention, Care, Punishment and Eradication of Violence against Women, is to defend rights of all women, regardless of partisan considerations and interests of government. Similarly, said that the ultimate meaning of the warning must seek access to speedy justice, effectively and with due care for women and girls, namely, to facilitate, in a context of systematic violence-an effective mechanism to halt the gross violations of rights of women and girls.
worth mentioning that the National System for Prevention, Care, Punishment and Eradication of Violence against Women is composed of the Secretary of the Interior, State mechanisms for the advancement of women and bodies and autonomous agencies of the Federal Government.

The representatives who voted against the warning include, among others Zacatecas, Aguas Calientes, Campeche, Coahuila, Colima, Chihuahua, Durango, Nuevo Leon, Puebla, Quintana Roo, San Luis Potosi, Tamaulipas; while among those who argued their origin are also of this Institute, the Institute of Women of Oaxaca and Jalisco, the National Institute Women, FEVIMTRA, Secretary of Social Development, the Ministry of Public Security, the Attorney General's Office, and finally there were two abstentions under the Mechanisms for the Advancement of Women in the States of Baja California and Guanajuato.

gender The alert, according to the Access Act, is to ensure the safety of women and the cessation of violence against them. Has been approved, the Government of Mexico would be required to implement preventive measures, security and justice, confronting and stamping out violence femicide, as well as prepare special reports on the area and the behavior of the indicators of violence against women and allocate the necessary budgetary resources to meet the contingency of warning, among other measures, however, to be declared inadmissible, the local government is not obligated to do it, to the detriment of the State of Mexico.

Institute For Women in Mexico City, the negative to start the process of investigating the facts evidenced by social organizations on violence femicide in Mexico State, is an affront that perpetuates impunity risk in women who already live in the State of Mexico.

How can you justify the infringement of the law with a bleak picture so clear and systematic violence for women and girls in the State of Mexico? What grief can be prepared by the family to the reaffirmation of impunity and lack of interest in eradicating this problem?
